UN Chief Rejects Self-Determination for Crimea and Donbas, Upholds Ukraine's Sovereignty.
Statement by the UN Secretary-General
According to Novyny.live: UN Secretary-General António Guterres has stated that the principle of self-determination cannot be used to justify the situation in Crimea and the occupied territories of Donbas. He emphasized the paramount importance of Ukraine's territorial integrity, asserting that this principle must take precedence. This position reinforces the international legal framework concerning annexation and foreign intervention.
Guterres made these remarks during a press conference in New York. In international law, two key principles often come into play:
- the principle of territorial integrity
- the principle of self-determination
However, according to a legal analysis conducted by the UN Office of Legal Affairs, the circumstances in Crimea and Donbas do not meet the established criteria required for the application of the self-determination principle.
Russia had petitioned the UN to recognize the right to self-determination for the inhabitants of Crimea and Donbas. In response, Guterres noted that
“self-determination is not a universal tool and can only be applied under specific conditions”— António Guterres.
In December 2025, Ukraine's Permanent Representative to the UN, Andrii Melnyk, delivered a sharp rebuttal to the Russian delegation during a UN session, reaffirming Ukraine's stance on its territorial integrity. This demonstrates the ongoing diplomatic efforts to counter narratives that challenge Ukraine's sovereignty.
