According to UATV: India's Ministry of External Affairs summoned Russia's chargé d'affaires in New Delhi following the deaths of four Indian sailors during a Russian strike on a cargo vessel off the coast of Odesa. The attack occurred on July 19, 2023, when the Russian military fired three Kh-59/Kh-69 cruise missiles at a commercial grain ship sailing under the flag of Guinea-Bissau. This incident has raised serious concerns in India about the safety of its citizens working abroad, particularly in conflict zones.

According to Oleh Kiper, head of the Odesa Regional Military Administration, the Russian assault killed ten people, including Indian nationals. In response, India’s Foreign Ministry declared that

“attacks on merchant ships and the resulting deaths of innocent civilians are unacceptable and must be prevented.”
