In 2025, the fines for driving without a license will amount to: 3,400 hryvnias for the first violation and 40,800 hryvnias for a repeated violation. If the driver simply forgot their license at home, the fine will be 425 hryvnias.

Driving school courses

The first exception concerns students of driving schools during practical lessons. Students can drive a training vehicle under the supervision of a certified instructor. The vehicle must have dual controls and a sign 'N' (beginner).

Experts advise noting that this exception applies strictly within the framework of official training in licensed driving schools. Independent practice with relatives or friends does not fall under this exception.

 

Sports events

The second exception concerns participants in motor sports. Racing athletes can drive a car on specialized tracks during competitions without a driver's license.

It is important to emphasize that this exception applies exclusively within the boundaries of sports facilities and events. Movement on public roads remains subject to general rules. Professional drivers usually have standard driver's licenses; however, their presence is not formally required to participate in competitions.

Situations of extreme necessity

The third exception involves situations of extreme necessity where driving a car without a license is permitted under extreme conditions related to a threat to life or health.

Experts emphasize that drivers should carefully study the conditions for applying these exceptions. Each case is considered individually, and the court makes a decision based on the evidence provided.

It is important for drivers to have documentary evidence to support the legitimacy of their actions, as a mere reference to an extreme situation is insufficient to absolve them of responsibility.

It is also recommended to always carry a driver's license, as even a minimal fine for its absence can negatively impact financial stability.
