Contracts for Power Station Reconstruction

According to Novyny.live: Kyivteploenergo has signed seven contracts, totaling 33 million hryvnias, with the company 'Nova Perspektyva Lux' for the design of heat and power plant reconstruction projects. The director of this company is Alla Bureiko, who works as a cook in Slovakia. Notably, Bureiko became the owner of the company in September 2024, after she left for Slovakia following the full-scale invasion.

'Nova Perspektyva Lux' has no proven experience in executing design work for the restoration of thermal power plants. This has raised concerns among experts and the public, as during an energy crisis and attacks on critical infrastructure, it is vital for contractors to possess relevant experience and qualifications. The awarding of such significant public contracts to inexperienced firms is a recurring issue in Ukraine's reconstruction efforts.

  • № 377/KTM-09-25 — 1.2 million hryvnias;
  • № 370/KTM-09-25 — 1 million hryvnias;
  • № 348/KTM-09-25 — 0.5 million hryvnias.

In response to these developments, public activist Martina Boguslavets expressed outrage, stating,

“This is a shock: when the country is freezing, we have discovered how they stole from the... reconstruction of thermal power plants after shelling, and why we are now sitting without heat.”
