According to UATV: The leadership of Russia's Black Sea Fleet is reportedly weighing a move of its remaining command and control units from Sevastopol to Novorossiysk. According to Serhiy Bratchuk, spokesperson for the Ukrainian Volunteer Army, officer personnel may be transferred to Novorossiysk, but he stressed that both Sevastopol and Novorossiysk remain within striking range of Ukraine's Defense Forces.

Sevastopol is currently under temporary occupation, while Novorossiysk sits on Russian soil. Bratchuk noted,
“Rotation measures are naturally taking place. I believe certain headquarters structures could have already been moved, including to Novorossiysk and elsewhere.
