The Russian government plans to allocate 90 billion rubles ($948 million) for one-Time payments to contractors from 2025 to 2027. This indicates Russia's plans to meet the military needs on the front in Ukraine through financial incentives. This is stated in the report of the Institute for the Study of War.

Currently, Russian military personnel are offered a one-time payment of 400,000 rubles (approximately $4,200) for signing a contract, and in some regions the amount may exceed 1 million rubles. The Kremlin plans to recruit 225,000 new contractors over the next three years, but ISW believes that such recruitment rates are unlikely to be sustained.

The Russian authorities have increased financial incentives due to the low results of current recruitment efforts, but this is not enough to maintain the steady formation of new forces necessary for active combat operations in Ukraine.

According to analysts, Russian President Vladimir Putin seeks to avoid another wave of partial mobilization, as was the case in 2022, but retains the possibility of announcing it in the event of a serious crisis.
