Lviv prepares for blackouts: the city is testing all life support systems

According to inkorr.com: Lviv Mayor Andriy Sadovy announced the implementation of testing life support systems in the city. This process will last for three weeks and will cover all critically important infrastructure facilities.

According to Sadovy, published on social networks on October 10, 2025, the decision for a large-scale inspection is due to the likely complications in winter.

“Winter can be challenging. Last night in Kyiv has once again proven this”
, - noted the mayor.

Next weekend, the first large-scale testing will commence in Lviv. Traffic lights will be disconnected from the main power supply and switched to alternative energy sources, allowing them to be tested for functionality in case of a blackout.

“The systems for water supply, electricity supply, gas supply, public transport, and communication will be tested. We do this every year, but for the first time simultaneously across the whole city”
, - emphasized Sadovy.

The mayor also elaborated on the heating issue. He reported that in the coming weeks it will not be possible to provide heating in the apartments of Lviv residents due to the overall situation in the country.

“As for heating - it's really cold. But the situation in the country is such that in the next few weeks we won't be able to provide heating. We need to wait a little to do everything correctly - so that there will be heat in winter”
, - explained the mayor.

Heating season and subsidies in Ukraine

It should be noted that in Ukraine, the heating season traditionally begins in October, and heat is supplied after three days with an average daily temperature below +8°C. Heating tariffs vary by region: the highest tariff has been recorded in Kherson (2002.2 UAH per Gcal), while the lowest is in Chernivtsi (1204.6 UAH per Gcal).

Moreover, from October 1, the Pension Fund of Ukraine began mass recalculation of housing subsidies for the heating season. Most Ukrainians will receive this assistance automatically, however, some categories, in particular those whose household composition has changed, will need to contact the Fund for data updates.

Ukrainians who heat premises with solid fuel can receive government support in the form of a housing subsidy, benefits, or a one-time cash payment. This subsidy is allocated once a year for the entire heating season and does not deprive the right to receive assistance for the payment of other utility services.

Before the heating season begins, owners of gas-heated homes must check the functionality of appliances and networks by applying to the local gas service. To save on utility services, Ukrainians are advised to optimize heat losses by insulating walls, floors, and regulating windows.

It is important to note that testing the life support systems in Lviv is a preventive measure aimed at ensuring the proper functioning of infrastructure in the cold season. The city hall plans to regularly check the status of systems so that residents can feel comfortable and safe during the winter period. The origin of heating problems in the country is caused not only by weather conditions but also by the status of the energy system, which requires appropriate actions from the authorities.
