New Cup League rules: players can now represent two clubs in the tournament.
Changes in the Carabao Cup regulations affect Liverpool's match against Southampton
According to The Sun: Changes to the Carabao Cup rules will impact the upcoming match between Liverpool and Southampton.
The visitors have gained a significant advantage before the game at Anfield, as striker Tom Fellowes will be able to take part in the game.
Fellowes played for West Bromwich in the first round GettyTom joined Southampton from West Bromwich last month. He had previously played for Baggies against Derby in the first round of the tournament.
Previously, he was not allowed to play for his new club due to existing rules.
But the 22-year-old footballer will now be able to play, thanks to changes in the regulations.
Rule 6.4 allows a registered player to represent two clubs in one competition if he meets certain criteria.
Players can play if they have already represented their club in competitions before the transfer window closes, and then moved to a new club on loan or permanent terms.
Fellowes meets these criteria, allowing him to participate in the game against Liverpool without issues.
Players are also eligible to play if they have played for their club before the winter transfer window closes and then moved on loan or permanently.
The new rule is already in effect this season.
Loaned player Plymouth Argyle Alex Mitchell also played for Pilgrims against Swansea in the second round of the Carabao Cup, having already played for his Charlton club in the first round.

Particularly interesting is the potential impact on Liverpool if the team decides to sign Marc Guehi from Crystal Palace. This center-back has already demonstrated his skills, playing against Millwall in the third round of the Carabao Cup last week.
