Next Steps in EU Enlargement for Ukraine and Moldova

According to Espreso.tv: During a Foreign Affairs Council meeting in Luxembourg, EU Enlargement Commissioner Marta Kos announced major developments in the accession process for Ukraine and Moldova—both granted candidate status in 2023. She highlighted that both nations have fulfilled their commitments to the European Union, paving the way for the next phase of negotiations. This marks a significant moment in the EU's eastern expansion efforts, which have gained urgency amid shifting geopolitical dynamics.

“Today is a megaday for the enlargement process,” Kos stated, adding that “we are taking the first and biggest step for Ukraine and Moldova.”

Formal accession talks for Ukraine could begin as early as November 2025. Kos also expressed confidence that “all remaining five clusters will be opened in July,” representing a critical milestone for both countries on their journey toward European integration. The first cluster is scheduled to open for Ukraine and Moldova in July.

Advancing EU–Eastern Partnership Relations

These announcements reflect tangible progress in EU relations with Eastern Partnership countries seeking deeper integration into the European community. The emphasis on meeting EU obligations underscores that further accession steps depend on continued political and economic reforms in Ukraine and Moldova. Given the current geopolitical landscape, successful integration of these nations could significantly enhance regional stability and security.
