Chinese President Xi Jinping has made national security a top priority, leading to the creation of a large army of spies. This army is engaged in decentralized operations, making it difficult to combat. China's hacking program is the largest in the world, with up to 600,000 individuals. However, due to the close economic ties of Western economies with China, resisting such actions becomes challenging. Many countries cannot afford to impose sanctions against China and expel its diplomats. European intelligence services warn that Chinese students and scientists are the target audience of Chinese intelligence.
