NABU detected violations of 430 million in declarations: top officials with forgotten millions.
According to ТСН: In October 2025, the National Agency for Prevention of Corruption (NABU) uncovered violations totaling nearly 430 million hryvnias in 108 audited declarations. This is one of the largest figures in the history of electronic declaration.
"Hapuga.ua" publishes a list of officials and deputies who did not declare millions, real estate, or relatives, and explains how they comment on the sources of their assets and whether they can avoid responsibility.
Odesa Regional State Administration: hectares of land in the name of the underage son
Marina Zinchenco, the financial director of the Odesa Regional State Administration, who has held this position for 17 years, has come under NABU's scrutiny.
Her declarations for 2022 and 2023 revealed signs of unjustified assets and false information totaling more than 16 million hryvnias. The case has already been referred to NABU.
The main question is 37 land plots, which are registered in the name of her son, Yevhen. In 2022, he was still underage, but he has already become the owner of 12% of the TOF RST Prydnistrovets firm registered by his mother.
The total area of the purchased plots is nearly 82 hectares, most of which are in Zinchenco's native village. The prices for these lands turned out to be 4-5 times lower than the market prices, and the real value, according to the assessment of the Kyiv Institute of Forensic Expertise, exceeds 9 million hryvnias.
In 2024, Zinchenco will allocate 6 million 300 thousand hryvnias as a gift, likely to her son, who lives with her in Barcelona.
Auditor and Bentley for 400 thousand dollars
Dmytro Khandusenko - former deputy head of the Southern office of the State Audit Office, currently acting deputy chairman of the State Tax Service in the Odesa region.
His declaration for 2023 revealed violations totaling more than 4 million 600 thousand hryvnias.
The most noticeable is 4 million 400 thousand hryvnias in cash, the origin of which the official could not explain.
Khandusenko also declared the cryptocurrency TETHER at a value of 1427 hryvnias, while its real value is about 189 thousand hryvnias.
The official's new wife, Daria Khandusenko, who owns the clothing brand "Lior", in 2023 showcased a Bentley Continental GT worth 400 thousand dollars on Instagram. She claims that this car belongs to her ex-husband and he returned it to her only after the court.
Conflict of interest: The official's wife received a loan of 16 million 700 thousand hryvnias from Yevhen Konovalov, co-owner of the "Rozdorstroy" company. The State Bureau of Investigation has already opened a criminal case.
Deputy from Poltava: "My mother, she had 8 husbands"
In Poltava, where millions are also related to land, Ruslan Telyatnik, a deputy from OPZZh, has quite a complicated declaration.
Ruslan Telyatnik - his declaration for 2024 contains numerous real estate and financial data.
Scale of assets: He and his family registered more than 140 objects, mostly land plots and parking spaces, purchased over the last five years.
Unexplained savings: According to NABU's calculations, Telyatnik should have no more than 984 thousand hryvnias left, but where did another 29 million hryvnias come from?
Gift from mom: His declaration states that 20 million hryvnias were gifted by Balashkevich Alla Pavlivna.
“Family success”: Telyatnik explained to reporters who this woman is, saying: "My mother, she had 8 husbands."
NABU found this an unsatisfactory explanation. The declaration revealed discrepancies of more than 30 million 900 thousand hryvnias, and the case was referred to NABU.
When reporters asked him about the sources of funds, the deputy got irritated: "You just escalated into the funds, millions and everything else... My previous declaration contained everything. You can verify the declaration."
Telyatnik's case is currently under investigation by NABU.
Viktor Yevpak and 49 million of "forgetting"
Viktor Yevpak - a deputy of the Cherkasy City Council, an IT entrepreneur, whose declaration has become one of the largest in terms of false declarations of the year.
Violations: Violations totaling more than 49 million 200 thousand hryvnias were found.
Main forgotten assets: A residential building in Cherkasy worth nearly 9 million hryvnias and dividends from American companies totaling 39 million 400 thousand hryvnias.
Yevpak admitted that he did not declare the house because "he has several houses at this address, and he simply omitted this one." Regarding the dividends, he noted, "I thought it was unnecessary."
NABU forwarded the case to the police. "How is it possible that an official who advocates for transparency does not know that foreign income should be declared?" - journalists wonder.
Village deputy and 44 million
Artem Mikrotichan - a village council deputy from Shvaikivka in the Berdychiv district of Zhytomyr region, as a result of the audit of declarations for 2022-2023, NABU found signs of unjustified assets totaling nearly 44 million hryvnias.
What he forgot:
For 2022, he did not declare nearly 12 million hryvnias: three apartments, land plots, corporate rights, and large loans.
For 2023, he did not mention apartments and other assets, including cash.
NABU has already submitted a justified conclusion to law enforcement.
Unjustified assets, crime, and "fiction": Statistics of declaration checks in 2025
Violations in declarations are systematic. NABU identifies million discrepancies, but punishment remains uneven.
Scope of inspections (2025): NABU completed 846 full inspections of declarations, in 843 of which violations were discovered.
Signs of crime: In 58% of cases, signs of crime or serious administrative offenses were found.
Illegal enrichment of 463 million hryvnias;
Unjustified assets of 110 million hryvnias;
False information exceeding 3.5 billion hryvnias.
Despite active work, in practice, there are very few punishments. Out of hundreds of inspections, only 35 cases went to court, of which nine ended in verdicts, mainly conditional sentences or fines.
