No Change Expected for Ukraine’s Minimum Wage in 2026: What Lies Ahead.
Ukraine’s Minimum Wage Overview
According to Novyny.live: Ukraine reviews its minimum wage annually, but no adjustments are anticipated in July 2026. As of January 2023, the minimum wage stands at 8,647 hryvnias per month or 52 hryvnias per hour. This figure is governed by Law 4695-IX 'On the State Budget of Ukraine,' which outlines the nation’s key financial parameters.
The country currently faces a labor shortage of approximately 4.5 million workers. This deficit has raised concerns among employers and economists, as it impacts labor market development and overall economic health.
Social Guarantee Enhancements
To strengthen social protections, the minimum official salary for police officers and State Emergency Service (SES) personnel is set to rise to 33,200 hryvnias. This measure aims to boost motivation and efficiency in these critical sectors.
In 2023, minimum wage indexations were implemented. For the baseline month of January, the coefficient was 4.2%, resulting in an indexation amount of 139.78 hryvnias. By February, the coefficient dropped to 3.1%, with indexation at 103.17 hryvnias. These adjustments are part of the government’s strategy to preserve the population’s purchasing power.
Given Ukraine’s labor deficit, the importance of raising salaries in strategic fields like the police and SES becomes particularly evident.

Therefore, despite the lack of changes to the minimum wage in the near term, state authorities continue working to improve working conditions and social equity in Ukraine.
Considering the current economic climate, government measures on indexation and salary increases are vital for maintaining the population’s purchasing power and social stability in Ukraine.
