Ukraine's 2026 Minimum Wage: What Workers Will Take Home After Taxes
According to Novyny.live: Starting January 1, 2026, Ukraine will implement a new minimum wage set at 8,647 UAH per month, or 52 UAH per hour. Under the new regulations, Ukrainian workers will receive a net income of 6,658.19 UAH after mandatory tax deductions are applied. This policy is part of ongoing economic adjustments in the country.
The calculation of the minimum wage accounts for the following tax withholdings:
- A military levy of 5%, amounting to 432.35 UAH;
- Personal income tax at a rate of 18%, which equals 1,556.46 UAH.
Consequently, the total tax burden deducted from an employee's gross minimum wage will be 1,988.81 UAH.
Minimum Insurance Contributions and Employer Penalties
It is also important to note that the minimum social insurance contribution in 2026 will be 1,902.34 UAH. Within the social insurance system, the maximum base for calculating the Unified Social Contribution (USC) will be 172,940 UAH. The maximum USC at the 22% rate will be 38,046.80 UAH, while the maximum at the 8.41% rate will be 14,544.25 UAH.
Employers who violate labor laws will face significant fines. For instance:
- Employing unregistered workers will incur a fine of 86,470 UAH per employee;
- Failing to meet state-mandated minimum wage guarantees will result in a 17,294 UAH fine per employee;
- Paying wages without accruing the USC carries a fine of 25,941 UAH;
- Other violations of labor legislation are subject to a fine of 8,647 UAH.
The establishment of the new minimum wage and related tax changes reflect the Ukrainian government's efforts to enhance social protections and encourage formal employment. While the wage increase aims to boost citizens' purchasing power and improve living standards, employers must also contend with stricter financial penalties for non-compliance, which could impact business operations and the broader economic climate.
