According to Espreso.tv: Journalist Vitaliy Pörtnikov has weighed in on Ukraine's wartime mobilization process, focusing on its organization and public perceptions of fairness. He argues that conscription is an unavoidable necessity when a nation is at war.
'If a state is at war, mobilization is inherently a coercive process,' Pörtnikov stated.
As part of broader reform efforts, Ukraine's Ministry of Defense announced on July 3 that it would audit the Mykolaiv and Odesa Territorial Recruitment Centers. According to the expert, these inspections may serve as a precursor to wider changes expected in the near future. The government is set to receive a formal proposal for the Ministry's reform, which could open new avenues for improving how mobilization is organized.
Pörtnikov also stressed the need for an equitable approach to conscription. He emphasized that
'in a republic, there are no aristocrats. The children of members of parliament must also fulfill their duty to the state.'This underscores the necessity of treating all citizens equally when it comes to military service.
Beyond enforcement mechanisms, the state also requires economic tools to function effectively.
'The state needs not only coercive measures. It also needs economic instruments that can simultaneously meet the needs of the front and keep the rear operating efficiently,' Pörtnikov explained.This focus on the economic dimension of mobilization highlights the importance of a comprehensive strategy for national defense.
