Anti-corruption compliance in state-owned companies: audit results involving Boryspil and Ukrposhta

According to inkorr.com: In enterprises subordinate to the Ministry of Communities and Territories Development, the results of the assessment of anti-corruption compliance systems were presented. This study was conducted with the support of the Basel Institute of Governance. A total of 25 enterprises and organizations participated, including the Administration of Sea Ports of Ukraine, Boryspil International Airport, Ukrposhta, Ukrainian Danube Shipping Company, Ukrvodshlyakh, and others.

According to the assessment results, more than half of the enterprises have already implemented risk management and audit functions, which improve the management of corruption risks. However, only three of these enterprises have active supervisory boards, although their role in implementing anti-corruption standards is becoming increasingly important. Many companies face a shortage of compliance specialists, which hinders the development of their systems. Regarding control over partners and contractors, 23 out of 25 enterprises conduct checks but apply a limited number of preventive measures.

Recommendations for improving compliance

Among the key recommendations for building the anti-corruption compliance system are providing methodological support to enterprises by the Ministry, ensuring cohesion in legal mechanisms, establishing a platform for experience sharing, and setting up ongoing monitoring of the maturity of compliance systems. Enterprises are specifically advised to develop implementation roadmaps, increase the transparency of their activities, and join forces with other companies to combat corruption.

The results of the assessment of anti-corruption compliance systems at enterprises indicate that some companies are already complying with anti-corruption standards. However, there is significant potential for improving these systems. It is important to activate anti-corruption measures and improve risk management to ensure transparency and efficiency of business in Ukraine.
