The Kyiv Regional Territorial Recruitment Center (TCC) has clarified that the personal data of men who meet deferment criteria is not automatically added to the list of those exempt from conscription. This ongoing mobilization is a critical part of Ukraine's defense strategy against the full-scale invasion that began in 2022.

Categories of Men Eligible for Deferment

According to official information, the categories of men who qualify for deferment include:

  • Fathers of three or more children;
  • Individuals providing care for disabled relatives;
  • Relatives of military personnel who were killed in action or are missing.

As noted by representatives of the Kyiv Regional TCC, the law accounts for specific life circumstances that complicate the fulfillment of military duty.

Over the four years of war, there have been instances in Odesa where men, including a father of three, were mobilized. Yevhen Shybalov, a former prisoner of war, encountered problems at the border due to the need to formalize his deferment. He stated:

“We agreed that after returning, I would go to my TCC and get that stupid deferment.” - Yevhen Shybalov

This highlights that the process of obtaining a deferment remains a pressing issue for many men.

The application process requires contacting the local Territorial Recruitment and Social Support Center (TCC and SP) of Ukraine's Ministry of Defense. Eligible men must be prepared to provide all necessary documents that verify their status. It is therefore crucial to understand the requirements and procedures to avoid complications during mobilization.
