Draft law on military contracts
Members of the State Duma of the Russian Federation supported a draft law that will allow recruiters to enter into contracts with stateless persons, as well as provide the opportunity to obtain Russian citizenship after serving in the army.
Changes in legislation and expected consequences
After the draft law is signed by Vladimir Putin, it is hoped to attract up to 5,000 new servicemen without citizenship. However, less than 1% of the 90,000 stateless persons who entered Russia in 2024 were granted work permits according to the Federal Security Service.
Russian legislators have made it possible for stateless persons to enter into military contracts as part of a strategy to increase the military's numbers for a possible war on the territory of Ukraine. Changes in the legislation also provide for the possibility of obtaining Russian citizenship for stateless servicemen after serving in the army.
The increase in the number of military personnel in Russia by entering into contracts with stateless persons is happening in the context of a possible war in Ukraine. However, the results so far have not been as impressive as expected, as only a small number of stateless persons have received work permits in Russia.Read also
