IMF Sets Conditions for a New $8.2 Billion Program: What Ukraine Needs to Do.
According to ТСН: The International Monetary Fund (IMF) has outlined the primary conditions that Ukraine must meet to receive a new program worth $8.2 billion.
As reported by Reuters, IMF spokesperson Julie Kozak announced this.
The IMF is reviewing Ukraine's proposal to exchange the GDP-linked warrants for $2.6 billion in bonds and is closely monitoring the response, Kozak noted.
Essential Requirements Before Reviewing a New Program
Kozak emphasized that Ukraine must implement the following key measures before the IMF board reviews the staff request:
Strengthening the fiscal sector: Implementing measures to broaden the tax base and eliminate customs loopholes (closing customs 'holes');
Creditor guarantees: Obtaining financial guarantees from creditors.
Context and Purpose of the Conditions
Kozak explained that any agreement on debt restructuring (including the exchange of warrants for bonds) will be analyzed concerning ensuring debt sustainability and the availability of the necessary financial guarantees that Ukraine requires as part of the program.
The new agreement is intended to replace the existing Extended Fund Facility program worth $15.6 billion, which was approved in March 2023, and assist Kyiv in maintaining macroeconomic stability and strengthening public finances during wartime.
Securing new funding from the IMF is a crucial step for Ukraine, as it will help ensure economic stability in the face of the ongoing conflict. Meeting the outlined conditions will be critical for implementing the program and attracting additional investment.
