State Support for IDPs: 3 Ways to Obtain Your Own Housing in 2025

According to inkorr.com: The issue of acquiring housing remains relevant for thousands of internally displaced persons (IDPs). After a long period of renting, the government is gradually implementing support programs that help IDPs . Mortgage Program 'eOselya' Conditions for IDPs

The main state instrument is the 'eOselya' mortgage program, which allows obtaining a loan for an apartment or house at a reduced rate. Special conditions are provided for IDPs:

  • mortgage rate of 7% for the first 10 years;

  • 10% for the next 10 years;

  • the housing must not be older than 20 years.

Anyone with an active IDP status can apply. Moreover, the program can be combined with other forms of support. For example, military personnel can arrange a mortgage at 3–6% under special conditions and receive compensation from the Ministry of Social Policy.

Compensation from the Ministry of Social Policy for IDPs

The compensation program of the Ministry of Social Policy covers part of the expenses for acquiring housing and participation in the 'eOselya' program:

  • , but not more than 30% of the housing cost (up to 2 million UAH);

  • 70% of the monthly payment for a year (up to 150,000 UAH in total);

  • up to 40,000 UAH for additional expenses - insurance, assessment, commissions.

These aids significantly reduce the financial burden. As noted in 'Ukrfinzhytlo', IDPs have a real opportunity to 'leave renting and become homeowners'.

Additionally, local authorities, employers, and charitable organizations implement their support programs. They may compensate part of the down payment, interest rate, or even part of the loan itself. Such initiatives are already working in several regions, and the government plans to expand them in 2026.

It was previously reported that in 2025 the 'eOselya' program gained new opportunities. It has aimed at supporting internally displaced persons and residents of frontline territories.

In the conditions of military actions and instability, support programs for housing for IDPs acquire special significance. They not only alleviate financial burdens but also help restore the lost sense of stability.
