Corruption at JSC 'NNEGC 'Energoatom'

According to Espreso.tv: Ukraine's National Anti-Corruption Bureau (NABU) and the Specialized Anti-Corruption Prosecutor's Office (SAP) have uncovered fresh corruption at JSC 'NNEGC 'Energoatom.' A former executive director of physical protection and security at the company, known by the alias 'Tenor,' has been formally notified of suspicion for money laundering through a criminal scheme dubbed the 'barrier.'

Operation 'Midas'

The 'barrier' scheme was exposed in the fall of 2022 as part of Operation 'Midas,' which spanned 15 months and began in 2024. Over 70 searches were conducted during this operation, resulting in the seizure of $4 million. The suspect laundered more than 30 million UAH between 2023 and 2025. The former official purchased two Mercedes-Benz vehicles worth over 8 million UAH, as well as luxury real estate in Ukraine and Bali totaling the equivalent of over 19 million UAH.

According to NABU, 'Tenor' used cryptocurrency to conceal financial transactions. Investigators preserved 1,000 hours of audio recordings of conversations among scheme participants. The release of the 'Mindich tapes' led to the resignation of Andriy Yermak as head of the Presidential Office.

Individuals featured in the 'Mindich tapes' include:

  • Yuriy Horovyy
  • Vasyl Veselyy
  • Dmytro Basov
  • Timur Mindich
  • Oleksandr Tsukerberh
  • Herman Halushchenko
  • Svitlana Hrynchuk

These events underscore the severity of corruption within Ukrainian state institutions and highlight the need for continued investigation and accountability for those responsible.

The uncovered corruption at JSC 'NNEGC 'Energoatom' points to a systemic issue within Ukraine's state-owned enterprises that must be addressed to ensure transparency and trust in public bodies. The ongoing investigation could mark a critical step in the fight against corruption and strengthen oversight of budget funds. Further actions by NABU and SAP may impact the reputation of Ukrainian state enterprises and their relationships with international partners.
