Understanding the Role of Military Medical Commissions in Ukraine
According to Novyny.live: Military medical commissions (known as VLCs) are a crucial component of Ukraine's military registration and mobilization system. However, it is important to understand that simply being referred to or undergoing a VLC evaluation does not grant a deferment from conscription. Individuals who receive an electronic referral for a VLC may still be served draft notices or even detained. This point was emphasized by Pavlo Gretchenko, who stated:
“You are not immune from forced delivery of summons or administrative detention while undergoing a VLC.” - Pavlo Gretchenko
Current Legislation and Citizens' Obligations
Under existing law, military medical examinations are required once every five years during peacetime and annually under martial law. The mere possession of a referral provides no legal basis for a draft deferment, as the law clearly lists specific grounds for deferment—and undergoing a VLC is not among them. As Gretchenko noted:
“The process of undergoing a VLC does not qualify as such a ground.” - Pavlo Gretchenko
Citizens who receive a determination of unfitness for military service must submit the relevant documents to the regional military medical commission within ten days of the examination. This step is essential to confirm their status and avoid potential complications during mobilization. Thus, military medical commissions remain a key element of the military registration system, and participation in them does not relieve individuals of their obligations to the state.
Given the ongoing war in Ukraine, clarifications about the role of the VLC have become increasingly relevant. Citizens need to be aware of their rights and responsibilities, as well as the importance of adhering to legal norms in military registration.
