In 2026, the minimum wage in Ukraine will increase from UAH 8,000 to UAH 8,688. This will be the first review of social standards after their 'freezing' for the entire year of 2025. However, even such an increase will not cover the basic expenses of Ukrainians.

What is the minimum wage and is it enough for workers

The minimum wage is the guaranteed payment by the state for simple, unskilled work, below which an employer cannot pay. It cannot be less than the subsistence minimum (currently UAH 3,028 for able-bodied persons), but this figure is significantly underestimated and does not reflect real prices.

In Ukraine, not only unskilled workers receive the minimum wage but also specialists with higher education (often their real incomes are higher, but some of the money is paid in 'envelopes'). About 1.5 million people officially have such salaries, many of whom are public sector workers and residents of small towns.

In the EU, an adequate level of minimum wage should be about 50% of the average wage in the country and reviewed twice a year. Ukraine currently has no such requirements, but they may appear during the process of Euro-integration.

What will change for Ukrainians from 2026

Even an increase of UAH 688 will have a whole range of consequences—from increased taxes for individual entrepreneurs to rising pensions and fines for employers. In 2026, Ukrainians can expect such changes:

  • Pensions: the minimum pension for men with 35 years of service and women with 30 years of service (from age 65) will rise from UAH 3,200 to UAH 3,475.2.
  • Taxes for individual entrepreneurs:
  1. Military tax: will increase from UAH 800 to UAH 868.8.
  2. Minimum single social contribution: will rise from UAH 1,760 to UAH 1,911.36.
  3. Single tax (2nd group): will increase from UAH 1,600 to UAH 1,737.6.
  • Fines for employers will increase:
  1. Failure to allow a labor inspector: from UAH 128,000 to UAH 139,000.
  2. Unregistered worker: from UAH 80,000 to UAH 86,000.
  3. Violation of guarantees and benefits: from UAH 32,000 to UAH 34,700.

The increase in the minimum wage in 2026 will slightly increase the incomes of those who officially receive the lowest salary and may encourage businesses to formalize payments. At the same time, this level will still be insufficient to cover the real expenses of Ukrainians.

Previously, we wrote that Poland remains among the leaders in the number of accepted Ukrainian refugees. Significant numbers of them have already found jobs and are receiving legal income in this country, which cannot be less than the established minimum wage.

We also reported that trade union representatives called on the authorities to consider the possibility of increasing the subsistence minimum and the minimum wage based on the results of the first half of 2025. In their opinion, such a decision will positively influence the well-being of Ukrainians and contribute to the economic recovery of the country.

Ukrainians in 2026 can hope for some improvement in the relationship between workers' needs and employers' ability to pay for their work. Although increasing the minimum wage will be a positive step, it will still not resolve all financial problems for Ukrainians and requires further measures to enhance the population's well-being.
