Salaries for state employees have already seen an increase since January 1, 2023. The current subsistence minimum for able-bodied persons is set at 3,328 UAH. For leaders of central government bodies, their salary cannot exceed 15 times the minimum salary established for local-level civil servants. The Cabinet of Ministers has extended the application of the current pay-setting methodologies into 2026, indicating an intent to maintain certain foundational principles during the transition period.

Average Wages and the Scope of the Pay Reform

In December 2023, the average salary for state employees was 30.9 thousand UAH. The upcoming changes to the public sector pay system will also apply to staff of regional state administrations (including military personnel), the Kyiv City State Administration, security and defense sector bodies (excluding the Ministry of Defense and the Ministry of Internal Affairs), regional and district prosecutor's offices, as well as bodies of the Pension Fund. The primary goal of this new approach is to ensure greater transparency and fairness in determining civil servant remuneration.
