These negotiations are taking place against a backdrop of recent aggressive actions by Russia, which have cast doubt on the sincerity of its stated commitment to peace. A previous round of talks held on January 23-24, 2023, yielded no results, underscoring the complexity of the situation. This meeting represents a continued, though challenging, diplomatic effort to address the ongoing conflict.

Key Negotiation Points

During the talks on February 4-5, a key issue, according to Rustem Umerov, will be unblocking prisoner exchanges. Russia, for its part, is demanding the withdrawal of Ukrainian Armed Forces from the Donetsk region. Western partners are considering the possibility of establishing a buffer zone in this territory, which may also be a topic for discussion.

Experts have expressed concern over the lack of progress on humanitarian issues.

Yuriy Romanyuk noted that 'the absence of progress on humanitarian matters is a marker of Russia's unwillingness to make real concessions'.
He also pointed out that 'the Russian version of a compromise is effectively a capitulation and a trap'. Pavlo Klimkin emphasized that 'Washington and the Kremlin have fundamentally different visions for ending the war', adding another layer of difficulty to the negotiation process.

The plan to be discussed at the meeting envisages:

  • the placement of US investment projects;
  • the introduction of a UN peacekeeping contingent under a neutral mandate;
  • the withdrawal of troops from both sides from a defined zone.
