According to Novyny.live: In Ukraine, individuals who were once classified as 'partially fit' for military service are now required to undergo a new evaluation by a Military Medical Commission (MMC). Following the expiration of their deferment, they may be issued a combat summons. Before the full-scale war, Ukrainian law recognized a category of 'partially fit' citizens. However, under martial law, amendments to military legislation eliminated this classification. As a result, those previously labeled as 'partially fit' are now considered eligible for conscription, even if they are under 25 years old.

“You can be legally directed to an MMC because you are classified as partially fit,” says Vladyslav Deriy.

Deriy also noted an exception: individuals with a certified disability group are exempt from MMC evaluations. The citizen who sought his legal advice is currently enrolled in a domestic educational institution and will complete their studies this summer. Should this person receive an official referral for a medical examination, it will become a mandatory step in the mobilization process.

Vladyslav Deriy emphasized that “if there is no official referral, you are not required to undergo the medical exam, and no fine will be imposed.” This is a crucial point for those whose legal status has changed and who may now face scrutiny from military authorities. If a citizen does complete the MMC, “you could indeed receive a combat summons for early July, once the deferment period ends,” the lawyer explained.
