According to Novyny.live: The hourly parking rate of 30 hryvnias, introduced on January 1, 2025, will remain in effect in Odesa until at least March 2026. This fee is only applicable on weekdays from 09:00 to 18:00. The city is ramping up enforcement of parking regulations, signaling a clear intent by local authorities to improve street order and traffic flow.
For regular users, a monthly parking pass costs 2,500 hryvnias, while an annual subscription is priced at 22,800 hryvnias. Certain groups are eligible for free parking, including:
- People with disabilities,
- Combat veterans,
- Individuals affected by the Chornobyl nuclear accident,
- Diplomatic and international mission staff using official vehicles.
Fines for Parking Violations
Fines for breaking parking rules are substantial. The standard penalty is 340 hryvnias. For vehicles parked in spaces designated for people with disabilities, fines range from 1,020 to 1,700 hryvnias. If a driver leaves a car in a paid zone for more than 10 minutes without payment, the fine can increase to 20 times the hourly rate. Other penalties include:
- 340–510 hryvnias for parking a combustion-engine vehicle in a spot reserved for electric cars,
- 680 hryvnias for obstructing traffic,
- 255–510 hryvnias for stopping in a no-parking zone.
A 50% discount on fines is available if paid within 10 days; however, if a fine remains unpaid for a month, the amount doubles. These new parking measures in Odesa are designed not only to regulate road usage but also to incentivize drivers to comply with the rules. These changes are part of a broader municipal strategy to manage urban congestion and improve the quality of life for residents. The combination of stricter enforcement and significant fines aims to foster more responsible parking behavior, while the exemptions ensure vulnerable groups are considered.
