Debate Over a Petition for Tougher Road Accident Punishments

According to Espreso.tv: A petition submitted to Ukraine’s president calling for harsher penalties in road traffic accidents (RTAs) took center stage at a recent press conference. The issue gained urgency following a tragic crash in Kyiv on June 5, 2023, when a speeding Mercedes-Benz driver plowed into an underpass, killing four pedestrians. The driver had accumulated 10 fines over the previous 18 months and had 39 recorded violations—18 of them in the past year alone. He now faces charges for violating traffic safety rules resulting in four deaths.

Between 2022 and 2025, over 12,000 people died in road accidents across Ukraine. To put that in perspective, Russian aggression during the same period claimed 15,000 lives. In just the first five months of 2026, 911 people—including 52 children—lost their lives in road crashes. These stark figures underscore the severity of the country’s road safety crisis.

Local Outcry Over Impunity

Oleksiy Hlushych, a participant at the press conference, argued that impunity is a root cause of such tragedies.

“He kept doing it because there’s no accountability here,”
Hlushych stated. He further emphasized that
“serious offenses should not be punished with fines,”
calling the current level of responsibility 'inadequate.'

The father of a young man killed in a crash also spoke at the event, noting that the petition captures 'the full scope of the problem and the solutions needed.' This reflects growing public demand for tougher measures against drivers who flout traffic laws and endanger lives.

The push for stricter penalties comes amid a rising toll of accidents and fatalities in Ukraine. As awareness of the crisis grows, society increasingly calls for legal reforms to end the culture of impunity among habitual traffic offenders. The petition to the president could mark a pivotal step toward overhauling the punishment system and improving road safety.
