Ukraine freezes utility tariffs: what will happen until 2025.
Ukraine introduces a partial moratorium on increasing utility tariffs until the end of 2025. Electricity prices for the population will remain unchanged. This is reported in the 'Inflation Report' of the National Bank of Ukraine for July 2025.
Will tariffs for household consumers rise in 2025?
According to the regulator's forecasts, no review of tariffs for heating, natural gas, electricity, and hot water supply is expected until the end of 2025. However, due to the difficult situation in the energy sector, a gradual increase in prices for these services may be possible in 2026.
The National Bank of Ukraine warns that a sharp rise in tariffs may cause inflation and an increased need for subsidies. Moreover, maintaining unchanged tariffs may negatively affect the financial situation of energy companies and the stability of the energy market.
Why will it still be necessary to raise tariffs for the population?
According to the forecasts of the National Bank, administrative inflation will decrease by the end of the year due to restrictions on tariff increases for certain utility services. However, considering the stabilization of the economy and the difficult state of the energy system, there will gradually be an increase in utility tariffs to market values.
It is worth noting that in August, for most citizens, tariffs for gas and electricity will remain unchanged, but for entrepreneurs, the cost of these resources may increase. Also, despite the martial law, suppliers may suspend gas supply to debtors if they have arrears.
The government of Ukraine has decided not to raise utility tariffs for the population until the end of 2025 to prevent inflation from rising and to avoid a deterioration of the financial situation in the energy sector. However, later on, a gradual increase in prices for these services may be possible due to instability in the energy sector and the country's economy.
