Apart from the medical staff, who help men avoid mobilization and leave the country, police officers are also involved in dark schemes. For example, in the Odessa region, a man in a high position formed an entire team that was engaged in transporting men abroad without lawful grounds.

The illegal activities involved the transfer of men at the Ukrainian-Moldovan border. Some members of the group, which included other law enforcement officers, even searched for clients. Other criminals handled organizational matters.
The group charged $5000 for their services and guaranteed safe border crossing. They maintained the scheme for almost a year, but in April 2023, all the dishonest police officers were arrested. The operation was carried out during the transfer of money, i.e., "caught in the act".
