Energy expert Oleg Popenko refuted the claim about losses from electricity tariffs in Ukraine. He explained that in most developed countries, tariff policies initially foresee non-profitability. Claims about mandatory profitability of tariffs are untrue.

The expert clarified that utility tariffs must cover the cost of services considering all expenses. The decision on the tariff structure is made by the state regulator under the legislation. He cited Germany as an example, where payments from the population cover only part of the costs for waste collection and processing.

Popenko noted that during the pandemic, all European countries implemented tariff compensation programs. Romania allocated 5 billion euros for this, while Germany provided 300 billion euros.

The expert debunks the myth of losses in the energy sector. He states that the figure of 100 billion hryvnias in losses is absolutely untrue. Popenko provides calculations of the real cost of electricity, which show a profit of no less than 300% for Energoatom.

The expert urges journalists and the public to be critical of claims about tariff losses and to verify such statements.

It should be noted that the electricity tariff in Ukraine is currently 4.32 UAH/kWh, which is approximately 0.10 euros, nearly three times lower than in most EU countries.

From June 1, 2025, a tariff increase to approximately 6.64 UAH per kWh is expected. However, some experts consider such a scenario unlikely due to the financial resources of Energoatom.

The electricity tariffs have already increased by 63.6% during 2024, which was the largest increase among all utility services.
