Minister of Finance on tax for parcels up to 150 euros: when to expect changes.
According to ТСН: The introduction of taxation on international parcels valued at up to 150 euros will help mitigate negative trends in the market. However, to fully implement this initiative, a final decision must be reached, as well as a transitional period for preparation and adaptation.
Comment from the Minister of Finance
This opinion was expressed by Finance Minister Serhiy Marchenko in an interview. He noted:
“There are questions about taxing international parcels. We started talking about this two years ago. Some didn't like it. But it turned out that most small parcels entering Ukraine come from one country that is sometimes geopolitically unfriendly to Ukraine. Moreover, most operators who import legally and sell their products have become uncompetitive due to the excessive influx of imported goods. This significantly affects Ukraine's balance of payments,” he explained.
Transitional period
The Minister also confirmed that the new regulations will not be implemented from January 1, 2026, as time is needed for this. He added:
“We will implement European tax practices — at the point of sale when the individual buying pays tax immediately at the time of purchase,” he added.
Importance of taxation
The National Bank of Ukraine considers the introduction of taxation on parcels valued at up to 150 euros and other non-priority imports, including electric vehicles and luxury items, to be appropriate.
It should be noted that from July 1, 2019, the untaxed limit for postal parcels in Ukraine was reduced from 150 to 100 euros, with subsequent taxation of goods exceeding this value. For example, if a product cost 130 euros, an import tax (3 euros) and VAT (6 euros) were charged on 30 euros above the limit.
In January 2022, the Verkhovna Rada raised the limit for duty-free delivery of parcels from abroad to 150 euros. Only the portion of the value exceeding the limit is taxed. For example, if the goods cost 170 euros, VAT (20%) is paid in the amount of 20 euros.
This step towards taxing international parcels aims to create fairer conditions for Ukrainian producers and strengthen control over imports. The implementation of a transitional period will allow businesses to prepare for the new conditions and adapt to changes that may affect the market.
