According to Novyny.live: A supplier has been formally notified of suspicion for embezzling state funds by providing substandard ballistic goggles to the military, causing losses of 154.8 million hryvnia. The company secured a state contract in April 2023 to supply 100,000 units of ballistic goggles. However, the LLC imported only 2,000 goggles from an official foreign manufacturer, raising immediate red flags about contract fulfillment. This case highlights ongoing challenges in Ukraine's defense procurement system during the war.

The director of the private enterprise is suspected of misappropriating property on an especially large scale under martial law. The suspect is currently abroad, and measures are being taken to declare him wanted. This is not an isolated incident:

  • In January 2023, the head of another commercial enterprise was notified of suspicion for employing similar fraudulent supply schemes.
  • That earlier case involved the supply of over 40,000 units of ballistic goggles worth nearly 60 million hryvnia.

Comprehensive forensic examinations of selected samples confirmed the goggles failed to meet quality requirements for protection against ballistic and mechanical fragments, as stated by Ruslan Kravchenko. This points to serious systemic issues in Ukraine's defense procurement. In a related case from October 2022, the head of a military unit's fuel service stole over 600 tons of fuel intended for the Armed Forces. Furthermore, actions by two officials from the Ministry of Defense caused Ukraine losses exceeding 2.4 billion hryvnia in 2025.

The ballistic goggles scandal underscores deep-rooted problems in Ukraine's defense sector that require urgent resolution. Supplying equipment that fails to meet declared standards not only endangers soldiers' lives but also erodes public trust in state procurement.
