Powers of Territorial Recruitment Centers - When Their Actions Constitute Exceeding Authority.
Representatives of territorial recruitment centers must carry out the process of military registration and mobilization of the liable population. Exceeding the authority of the Territorial Recruitment Centers may lead to imprisonment, as stated in the resolution of the Cabinet of Ministers of Ukraine.
Territorial recruitment centers are structures responsible for military registration and, in times of war, mobilization of citizens. The main task of the Territorial Recruitment Centers is to manage military records.
In addition, representatives of the Territorial Recruitment Centers perform the following functions:
- document processing;
- notifying citizens and delivering summonses;
- enlisting for military service;
- selecting citizens for contract service, etc.
Employees of the Territorial Recruitment Centers have the right to record the process of checking citizens with photos and videos.
Exceeding Authority
Employees of the Territorial Recruitment Centers should not exceed their authority, in particular, should not use physical force or weapons against citizens. 'Busefication', meaning the forceful detention of citizens and delivering them to the Territorial Recruitment Centers, is illegal.
In case of violating their authority during wartime, employees of the Territorial Recruitment Centers may face imprisonment for 8-12 years. Recently, a tragedy occurred in Kyiv where a mobilized citizen died from beatings inflicted by an employee of the Territorial Recruitment Center.
Also, in Kharkiv, a citizen was unlawfully held at the Territorial Recruitment Center and beaten. It should be noted that such actions are unacceptable and are punishable by law.
