Mykhailo Fedorov's Dismissal

According to Слово і Діло — Інфографіка: Mykhailo Fedorov has been removed from his role as Ukraine's Minister of Defense, along with the rest of the Cabinet of Ministers. President Volodymyr Zelenskyy chose not to nominate him for a position in the new government led by Serhiy Koretsky. At the time of his dismissal, Fedorov had made at least 92 commitments in his position, of which he fulfilled 16 out of 32 specific promises.

Promises Kept and Broken

Among the fulfilled pledges, on January 14, 2026, Fedorov promised to conduct a thorough audit of the Ministry of Defense and the Armed Forces of Ukraine. The audit was confirmed on June 24, 2026, and it revealed:

  • State losses amounting to 25.74 million UAH;
  • Ineffective management decisions totaling 304.15 million UAH for January 2026.

Additionally, on March 2, 2026, Fedorov pledged to automate procurement processes for the Armed Forces of Ukraine. By March 10, 2026, the Ministry of Defense had implemented an automated procurement system for unmanned aerial vehicles. On March 17, 2026, the launch of the Defense AI Center 'A1' was announced.

However, not all promises were kept. For instance, the deadline for approving a new version of the Defense Industrial Complex Development Strategy expired on March 31, 2026, without completion.

Furthermore, in October 2023, a joint venture called Rheinmetall Ukrainian Defense Industry LLC was registered. Fedorov guaranteed that the implementation of an agreement with the United States of America on the production of unmanned systems would begin by June 30, 2026.

Thus, Fedorov's dismissal from the post of Defense Minister comes alongside an evaluation of his performance, which includes both successes and unfulfilled commitments.

Fedorov's removal may signal a shift in Ukraine's defense policy approach, especially amid growing national security challenges. The assessment of his tenure reveals both positive outcomes and unmet promises, which could influence future reforms within the Ministry of Defense. Questions about the efficiency of management in the defense sector remain pressing, and the new government under Serhiy Koretsky may seek fresh solutions to improve the situation in this critical area.
