According to inkorr.com: According to the information from the Center for Counteracting Disinformation, the number of people wishing to move to the Russian Federation under the program of voluntary resettlement of compatriots has significantly decreased. In 2025, only 12.5 thousand people applied to participate in the program, which is three times less than last year (36.4 thousand). This is the lowest figure in the last 14 years.

The most new citizens came from Central Asia, particularly from Kazakhstan, Tajikistan, and Uzbekistan, while only about two thousand people arrived from 'unfriendly' countries. The Center noted that the main reason for the sharp decline in interest in resettlement to Russia is the fear of forced mobilization. Russian security forces claim that more than 30 thousand new citizens evaded military registration, and some of them were subsequently sent to the front. Experts also point out that Russia is becoming less attractive to foreigners due to the war, economic problems, sanctions, and worsening living conditions.

Fear of military draft

Ukrainians are increasingly reluctant to move to Russia under the voluntary resettlement program, which is related to the fear of military draft and the overall deterioration of living conditions in Russia due to the war and economic difficulties. This may indicate a growing negative perception of Russia among the citizens of Ukraine.

The decrease in the number of people wishing to move to Russia underscores the difficult situation faced by both Ukrainians and the Russian resettlement programs themselves. The social atmosphere, particularly the fear of being drafted into the army, affects many people's decisions, forcing them to seek other opportunities for living. This indicates a change in attitudes towards Russia in the context of current events and economic realities.
