Utility Chiefs Face Charges After Icy Conditions Injure Thousands in Kyiv.
Utility Officials Charged Over Widespread Injuries
According to Novyny.live: Prosecutors in Kyiv have formally charged the heads of several municipal utility companies following a winter of hazardous ice that resulted in thousands of residents seeking medical care. From December 2025 through February 2026, poor snow and ice clearance led to over 6,000 injuries. This situation highlights the severe consequences of inadequate public maintenance during harsh winter months, a recurring challenge in many post-Soviet cities.
The injured include an elderly woman who suffered a fractured humeral neck, incurring 240,000 UAH in treatment costs. Another woman broke both bones in her left lower leg, spending 57,000 UAH. A third sustained a hip fracture, costing 45,500 UAH. A man with two fractures in his left leg spent 50,000 UAH, and a woman with a broken heel bone paid 24,700 UAH. The total damages from road accidents during this period are estimated at nearly 1 million UAH.
Official Response and Fallout
In the Dniprovskyi district, two traffic accidents with serious vehicle damage left five pedestrians injured. In the Solomianskyi district, one victim filed a civil lawsuit for 500,000 UAH. In response to these events, prosecutors have brought charges against the leaders of multiple utility enterprises. The following officials are now under suspicion:
- Acting Head of the Podilskyi District Housing and Maintenance Office (SHEU) in Kyiv,
- Head of the KP 'SHEU of the Holosiivskyi District of Kyiv',
- Director of KP 'Kyivvodfond',
- Head of KP 'SHEU of the Desnianskyi District',
- Acting Head of the SHEU of the Darnytskyi District of Kyiv,
- Acting Head of KP 'SHEU of the Solomianskyi District of Kyiv',
- Head of KP 'SHEU of the Pecherskyi District of Kyiv',
- Head of KP 'SHEU of the Dniprovskyi District', and
- Acting Head of KP 'Management Company for Housing Maintenance of the Shevchenkivskyi District of Kyiv'.
The widespread injuries and financial losses have caused significant public concern, directly linked to the failure to properly clear snow and ice. It is hoped the investigation will lead to improved municipal services in the capital.
This case underscores the critical duty of municipal services to perform their functions adequately, particularly in winter when the risk of public injury rises sharply.
