According to ТСН: Vladimir Putin, the president of Russia, rejected the peace proposal put forward by the USA and Ukraine during a meeting with the American delegation in Moscow. Apparently, he is not ready to make any compromises other than his initial military objectives.

This information was made public by the Institute for the Study of War (ISW).

Negotiations without agreement

After the meeting, Putin's assistant Yuri Ushakov reported that the delegations discussed 'several options' for peacefully resolving the conflict, but no 'compromise plan' was reached. He added that the main issues of the agreement were not discussed, and only the 'essence' of the documents presented was talked about.

Moreover, the parties agreed not to disclose the details of the meeting, which, according to analysts, indicates the Kremlin's intention to avoid public discussions and confuse the situation regarding the rejection of the proposal.

“High-ranking Kremlin officials, including Putin, have consistently rejected the 28-point peace plan and its subsequent versions since it was first presented in mid-November, as the proposed documents did not accommodate all of Russia's maximalist military demands,” the report states.

Compromises and flexibility

Before the meeting, NBC reported, citing a Russian official, that Moscow would not agree to a compromise regarding the territories of Donetsk and Luhansk regions, restrictions on the military forces of the Armed Forces of Ukraine, as well as recognition by the USA and Europe of the occupation of Ukrainian territories. However, Russia is willing to discuss 'minor issues' such as the freezing of Russian assets in Europe.

Analysts note that the Kremlin has intensified its information war, trying to emphasize the 'victories' of its military before the meeting with the US delegation. Putin even met with Russian military commanders, boasting of 'successes' on the front, although these claims were disproven.

“Putin's increased claims on the battlefield are part of his broader efforts to convince the West that Russia can outlast Ukraine, thus forcing Ukraine and the West to agree to Russian demands during negotiations,” experts at the Institute for the Study of War state.

Negotiations in Moscow

On December 2, US special representative Steve Witkoff and Donald Trump's son-in-law Jared Kushner arrived in Moscow. Before the negotiations began, American politicians took a tour of the capital, showcasing the obvious wealth and stability of Moscow.

Before the meeting, Putin told Witkoff that he was “very glad” to see him, to which the American replied, calling Moscow a “wonderful city” and expressing satisfaction with their walk.

The latest negotiations between the USA and Russia indicate the continuing tension in relations between the countries. The positions of the parties remain opposite, and it seems that reaching a compromise in the near future will be extremely difficult. The situation on the battlefield and Russia's domestic politics may significantly influence future international negotiations and attempts to resolve the conflict.
