The Verkhovna Rada adopted a law on compensation for internally displaced persons for destroyed housing.
The Verkhovna Rada adopted in general the law on the priority right of certain categories of internally displaced persons to receive compensation for destroyed real estate under the eRestoration program. This was reported by a member of the 'Holos' parliamentary faction, Yaroslav Zheleznyak.
The MP reported that legislative initiative No. 11028 was supported by 288 votes of people's deputies.
The document amends the laws of Ukraine 'On Compensation for Damage and Destruction of Certain Categories of Real Estate as a Result of Hostilities, Terrorist Acts, Diversions Caused by Armed Aggression of the Russian Federation Against Ukraine' and 'On Ensuring the Rights and Freedoms of Internally Displaced Persons'.
The amendments provide for the granting of priority rights for receiving compensation for destroyed housing under the eRestoration program for IDPs who:
- have reached retirement age;
- have a child under the age of six in their care;
- raise a child under 14 years of age without one spouse.
In particular, to the second reading, lawmakers added relevant lists. From now on, it also includes IDPs:
- who have two or more children in their care;
- are single mothers (fathers) raising a minor child without a father (mother);
- are persons with disabilities of the III group;
- have a child under the age of six in their care, are adoptive parents, guardians or custodians of a child, foster parents, or adoptive parents;
- have a child suffering from serious illnesses.
It is expected that the adoption and implementation of the law will strengthen state support for internally displaced persons during the martial law period.
eRestoration Program
As a reminder, the current maximum payment amount under the 'eRestoration' program is UAH 500,000 for damaged houses and UAH 350,000 for apartments. And at this Time, the state cannot afford to pay citizens larger sums. This was reported by the people's deputy, the head of the Committee on the Organization of State Power, Regional Development, Local Self-Government, and Urban Planning Olena Shuliak. As of now, applications for almost UAH 8 billion have been approved. Compensation has been agreed for more than 73,000 Ukrainian families who have already received or will receive funds for repairs in the future.
The Ukrainian government's 'eRestoration' program is an initiative to provide compensation to Ukrainians for destroyed or damaged housing as a result of military actions. The program was launched on May 10, 2023.
As reported, owners of destroyed housing in temporarily occupied territories or combat zones will be able to submit an application to the international Register of Damages through 'Diia'.
Moreover, the government has provided the possibility for people who do not have Diia or a smartphone to submit applications for the restoration of damaged housing under the 'eRestoration' program.
Needs for the restoration of Ukraine
Earlier, the Ministry of Infrastructure estimated the needs for the current restoration of Ukraine at $148 billion.
