Reform of local self-government: how Ukraine is preparing for Eurointegration.
According to inkorr.com: In Odessa, the first regional consultation dedicated to the implementation of the Concept of reforming local self-government and territorial organization of power under wartime conditions, as well as Ukraine's preparation for accession to the European Union, took place.
During the event, new approaches to the development of local self-government and measures aimed at ensuring the sustainability of communities during the war and in the process of Eurointegration were discussed, as reported by the Ministry of Community and Territorial Development.
“Today, our task is to adapt the decentralization reform to new conditions. This means improving the legislative framework, strengthening the capacities of local government, restoring the powers of self-government bodies after de-occupation, as well as preparing them to work according to European rules. We must clearly delineate powers at all levels of government and provide communities with sufficient resources to fulfill their duties,” emphasized Deputy Minister of Community and Territorial Development Oleksiy Ryabikin.
Delineation of powers and further steps of reform
The delineation of powers between the state and local self-government bodies is a key aspect of the reform that will assist Ukraine in its aspirations to join the EU. The concept approved in 2014 became the basis for decentralization, allowing local communities to gain more rights and resources.
A document is currently being developed to define the next stages of reforming local self-government, including the capacity of communities, the financial independence of self-government bodies, and their readiness to participate in European programs and projects.
Participants in the consultation emphasized the importance of new approaches to local self-government in wartime conditions and Eurointegration. Among the main tasks are the adaptation of reforms to new realities, improvement of legislation, and preparation of communities to work according to European standards. The reform of local self-government is essential for preparing Ukraine for European integration and contributes to greater autonomy and development of communities.
This regional consultation was an important step towards implementing reforms that not only affect local self-government but also the overall development of the country. The joint efforts of the state and communities will facilitate the successful implementation of European norms and standards, which is expected to positively impact the quality of life of citizens in Ukraine.
