According to Ukraine's Main Directorate of Intelligence (HUR), the Kremlin is preparing attacks on these critical substations. Sybiha stated that Russia's actions are part of a genocidal strategy aimed at depriving Ukrainians of electricity during the harsh winter months. The safety of nuclear facilities is a paramount global concern, and attacks on their supporting infrastructure are exceptionally reckless.
IAEA Director General Rafael Grossi was also referenced as a key figure who must take urgent steps to counter the threat from the Russian Federation.
