According to TSN.ua: Estonian Prime Minister Kaja Kallas has stated that the Russian delegation at talks in Abu Dhabi demonstrated no serious commitment to achieving peace in Ukraine. She noted that the delegation was primarily composed of military personnel without the mandate to make binding decisions. The Russian delegation was led by Igor Kostyukov, head of the Main Directorate of the Russian General Staff, and also included GRU officer Alexander Zorin. This high-level military presence is seen as a signal of Moscow's priorities.

The trilateral U.S.-Ukraine-Russia negotiations took place on January 23-24 in Abu Dhabi. According to Volodymyr Zelenskyy, the meeting focused on military matters. Kaja Kallas emphasized that, given its composition, the Russian side was 'clearly not serious about peace.' She further called on the European Union to increase pressure on Moscow to compel it to engage in substantive, rather than performative, negotiations. These talks occurred amidst a continued stalemate on the battlefield.
