The assessment estimates that from February 2022, Russian forces have suffered approximately 1.2 million personnel killed, wounded, or missing. This figure aligns with a Ukrainian General Staff estimate from January 30, 2023, which placed total Russian combat losses at 1,238,000 personnel.
These losses in Ukraine far surpass those sustained by the Soviet Union during its war in Afghanistan, where the army lost 17 times fewer soldiers. The scale of casualties has forced Russia to seek manpower from abroad. In 2022 alone, Russia deployed at least 18,000 citizens from 126 countries across Asia, Africa, and Latin America to the front lines, with Iraqi authorities reporting that around 5,000 of their citizens joined the Russian army.
