"Brandishing the nuclear club is a tactic Russia chose from the very beginning of its large-scale aggression against Ukraine,"— Anna Malkina. Meanwhile, the situation following the destruction of the Kakhovka Hydroelectric Power Plant raised alarms, as Russia accused Ukraine of planning an attack. Malkina warns,
"If, for example, Ukraine begins to be accused of preparing a terrorist act, one should expect a provocation from the Russian Federation."Such accusations often serve as a pretext for Moscow's own escalatory actions.
