According to inkorr.com: At the plenary session of the OSCE Security Cooperation Forum in Vienna, the Ukrainian delegation drew attention to the tactic of double terror employed by Russia during attacks on Ukrainian cities. First, cluster munitions are launched, and then subsequent strikes occur on rescuers and repairmen arriving at the site of the shelling.

'The cynicism lies in the tactic of double terror: first, Russia launches Shahed drones equipped with cluster munitions, and then immediately follows up with repeated strikes, deliberately targeting firefighters and energy workers arriving to mitigate the consequences,' the Ukrainian delegation's statement reads.

Furthermore, it was noted that within just one week, Russia conducted 887 drone attacks and 49 missile strikes, of which 33 were ballistic. The largest attack took place on October 16 on critical infrastructure facilities in various regions of Ukraine.

Destruction of energy infrastructure on the front line

The Ukrainian delegation noted that Russian troops use guided bombs capable of operating at distances of up to 200 km. According to the Main Intelligence Directorate of Ukraine, Russian occupation forces are focusing on deliberately destroying energy infrastructure on the front line, targeting key energy facilities in Kharkiv, Sumy, and Chernihiv regions.

'These facts underscore the necessity of strengthening Ukraine's air defense and equipping it with modern means to counter this threat,' the statement from the Ukrainian delegation noted.

Claims from Russia regarding the situation on the battlefield were also debunked. Ukrainian defenders are successfully holding the defense of the city of Pokrovsk, despite the numerical superiority of the enemy, and instances of Russian crimes against the civilian population have been identified, casting doubt on claims of protecting civilians and evacuating from dangerous zones.

Thus, the attacks on Ukrainian cities demonstrate that Russia is using drones with cluster munitions and attacking rescue services responding to the consequences of shelling. Ukrainian military officials emphasize the importance of strengthening air defense and refute false claims from Russia while continuing to effectively hold the defense on the front line.
