The Institute for the Study of War stated that Moscow is revising the effectiveness of using the nuclear threat to influence political debates in Western countries regarding the permission for Ukrainian Armed Forces to attack military targets on Russian territory with the help of Western weapons.

The report refers to an article in The Washington Post, which notes that Vladimir Putin has realized the loss of the nuclear threat's effectiveness for Western states. In this regard, he may develop a less aggressive informational response to possible strikes by the Ukrainian Armed Forces using long-range weapons on targets in Russia.

According to a Russian official, these nuclear threats "scare no one." And a Russian academic associated with high-ranking Russian diplomats noted that Russia's partners in the South are very dissatisfied with these threats.

The Institute for the Study of War's report notes that they cannot verify the authenticity of The Washington Post's sources. However, these messages align with ISW's assessments regarding Russia's use of the nuclear threat to deter the West, but do not indicate Russia's readiness to use nuclear weapons.

"The Kremlin's nuclear threats actually aim to scare and delay the adoption of key decisions in political debates in the West about aid to Ukraine. ISW continues to believe that Russia will not use nuclear weapons in Ukraine or elsewhere," the report says.
