Investigation into Inflated Restoration Costs

According to TSN.ua: A Kyiv City State Administration official and a contractor are under investigation for allegedly inflating the cost of restoring a cell at the Florivsky Monastery, leading to the embezzlement of over 666,000 hryvnias in state funds. The investigation is ongoing, with law enforcement suspecting the deputy director general of the Kyiv Scientific and Methodological Center of large-scale misappropriation of budget funds. This case highlights ongoing anti-corruption efforts in Ukraine, particularly concerning the restoration of its significant cultural heritage sites.

A contract for the work was signed between a municipal enterprise and a private company, which received over 15 million hryvnias in budget funds. The investigation has determined that the unjustified overpayment for the completed work exceeded 666,000 hryvnias. The suspicion involves the embezzlement of property through abuse of official position under a prior conspiracy.

Potential Consequences for Officials

If found guilty, the officials could face up to 8 years of imprisonment and be barred from holding certain positions for up to 3 years. Separately, the head of the Podil District Department of the State Emergency Service will be tried for official negligence during the purchase of anti-parking bollards. These actions caused the city budget to lose nearly 1.4 million hryvnias due to the procurement of unsuitable equipment. The investigation into this matter continues.

This case underscores persistent issues related to the management of budget funds in Ukraine, particularly within the context of public procurement.

Investigating corruption schemes and abuses in the procurement sector could be a significant step in combating the irresponsibility of officials and contractors. Such cases also have the potential to impact public trust in state institutions and publicly funded programs.
