One of the suspects is a military serviceman, while the other worked in marketing. The pair reportedly planned to flee Ukraine illegally by crossing into Russia via Belarus using an inflatable boat.

The arrests took place on a train, where law enforcement officers stopped the suspects. They have been formally notified of suspicion regarding an attempted terrorist attack. Investigators also revealed that the detainees had previously carried out tasks for Russian intelligence services, including setting up a weapons cache in a suburb of Kyiv.
