The average salary in Ukraine will reach 40 thousand hryvnias: government forecast for 2028.
The average salary of Ukrainians is expected to increase by 5 thousand hryvnias annually by 2028, potentially reaching 39,758 hryvnias.
The government has approved a resolution on the forecast of economic and social development until 2028.
Two scenarios for economic development
The forecast includes an optimistic scenario that anticipates improved security in the country, and a pessimistic one based on the assumption of a war with Russia.
According to the optimistic scenario, salaries will rise:
- 2026 — 30,240 UAH;
- 2027 — 35,268 UAH;
- 2028 — 39,758 UAH.
In the case of the pessimistic scenario, the forecast is:
- 2026 — 30,032 UAH;
- 2027 — 34,808 UAH;
- 2028 — 39,436 UAH.
An increase in the number of employed persons and a decrease in unemployment in the country are also expected. Earlier reports indicated stable salaries in Kyiv and a shortage of professions allowing earnings of up to 100 thousand hryvnias.
