The average salary in Ukraine has crossed 27 thousand hryvnias: where the most is paid.
According to ТСН: The labor market in Ukraine demonstrates a stable, although slow growth dynamics. In November 2025, the average salary in Ukraine increased and exceeded 27 thousand hryvnias, indicating an increase in the income of employees by almost 1%.
This data is provided by official reports of the State Statistics Service.
General figures
The average nominal salary in Ukraine in November 2025 amounted to 27,167 UAH. This is 0.9% more than in October. The trend of salary growth continues to be preserved, despite the difficult economic situation.
Where the highest salaries are paid
The capital traditionally remains the leader in income levels. The difference between Kyiv and other regions is significant – in the capital, earnings are twice as high as in regions with the lowest payments.
Regions with the highest salaries:
Kyiv – 40,633 UAH
Dnipropetrovsk region – 31,706 UAH
Luhansk region – 31,340 UAH
Regions with the lowest incomes:
Kirovohrad region – 19,079 UAH
Chernivtsi region – 19,096 UAH
Chernihiv region – 20,344 UAH
Who is paid best
Statistical data by types of activities clearly demonstrate the priorities of the labor market. The most generously paid remains the technology sector, while socially important professions find themselves at the bottom of the list:
Highest salary: the field of 'information and telecommunications' – 66,934 UAH
Lowest salary: the field of 'education' – 16,622 UAH
Thus, the average IT specialist earns four times more than the average educator.
Wage debts
The State Statistics Service also reported on wage debts. As of December 1, 2025, employers owed employees 3.8 billion UAH.
Let us remind you that Ukrainians who retire can preserve their insurance record by making voluntary pension contributions.
Thus, the Ukrainian labor market continues to recover, however, existing wage debts remain a serious problem. The high income disparity between the capital and the regions indicates an imbalance in economic development that needs to be addressed.
