According to UATV: At the 'Security Architecture 2026' forum on June 1, 2023, Ukraine’s Foreign Minister Andrii Sybiha delivered a major address outlining his country’s vision for European strategic autonomy, the advancement of defense technologies, and Ukraine’s role in continental security. He emphasized that Ukraine is prepared to become a leading partner in developing defenses against ballistic threats—a pressing issue amid today’s security challenges. Sybiha stated that
'Russia poses an existential threat', highlighting the severity of the aggressor’s danger. He also noted that
'impunity always breeds new aggression', underscoring the need to hold the aggressor accountable. In this context, the minister stressed the historic significance of establishing a Special Tribunal in The Hague to prosecute the aggressor, calling it a 'historic step.'
Key Priorities for Future Action

- First: we must permanently embed the paradigm that security comes above all else in our thinking.
- Second: there can be no alternative to Ukraine’s full membership in the European Union.
- Third: international security institutions must be reformed to effectively respond to modern threats.
